Roscoe's owner gave him up

It must be so scary for 3 year old Rosco to be in a shelter in rural West Virginia. Rosco, a beagle mix, is used to living in a home, but his owner surrendered him to the shelter. We want to turn things around for Rosco. Once he's here, we are certain we can find him a loving home where he can live out the rest of his days.
